Automation and GIS systems

The enterprise carries out the following projects on automation of GIS systems:

1. Working-out of town-planning documentation within geoinformation system.

Working-out of town-planning documentation within geographic information system differs greatly from its development in the paper form. The town-planning documentation in electronic form differs from the traditional documentation by means of valuable graphical and analytical information as well as its fullness with other kinds of information.  As a result, a much wider and almost perfect presentation of current and future condition of the human settlement can be exhibited.

2. Creation of an information monitoring system concerning the territory development (SMIDT).

A modern human settlement is a complex socio-economic system which requires an application of an integrated approach during the process of its study.

Creation and realization of an effective mechanism for managing a specific territory and efficient mechanisms for interaction between certain territories, also, increase of the investment appeal of every territory based on its specific infrastructure is impossible without the development of geographic information systems of the human settlement.

Effective and qualitative solution of these tasks requires the corresponding reliable and up-to-date information management of the support system of core decisions. In today’s conditions, the role of topographic, geodetic and geoinformation support, as one of the main sources of knowledge about the territory, is growing significantly. Quality, completeness, reliability and constant updating of geographic information resources concerning the territory of the city, district, region becomes a significant factor in the integrated assessment and effective management of stable development of the territory. This all acts for the community of the city, region and state as a whole.

The act of combining heterogeneous information resources into unified information system will not only overcome departmental disunity and problem of limited vision, but also minimize time and money expenses aiming at the creation and management of data resource information.

The optimal solution to this task is the information monitoring system concerning the territory development (SMIDT), which is formed by means of integrating departmental and municipal systems on the basis of master plan of the human settlement within geographic information system.

The functioning of the information monitoring  system concerning the territory development (SMIDT) is based on the regulated exchange of information and centralized database management as well as сorrelation with other geographic information resources (land cadastre, town-planning cadastre, free geographic information resources).


3. Working-out of town-planning cadastre at the territorial, regional and local level.

Town-planning cadastre is a state system of storage and usage of geospatial data about certain territories, administrative entities, ecological, engineering, geological conditions, information resources of building norms, state standards and rules сoncerning satisfaction of information requirements in planning of territories and construction, formation of branch component of state geographic information resources.

The formation process of a city cadastre is based on the following sources:

  1. state geoinformation resources;
  2. digital sets of the specific geospatial data contained in the authorized version of town-planning and design documentation, materials of completed construction;
  3. Databases of natural persons and juridical persons, the use of which is determined by the law.

The information contained in town-planning cadastre is open to the public, with the exception of information to which access is restricted.

The functioning of a town-planning cadastre is based on the regulated  exchange of information and centralized database management (including address register, regular topographical plan, data on inhabitants, residential and non-residential buildings, construction conditions, etc.) as well as correlation with other cadastres (land, property, etc.).
